It does send static but it's definitely not just a pulse or vibration. Try touching one while it's on the "high" setting yourself. It's much like someone rubbing their socks on carpet and then zapping you afterwards. Not painful by any means, just irritating.

The delay is putting me off buying this. I need something like this for under my kitchen sink unit. I don’t want my cats to crawl there god forbid when they die and I can’t get them, I’ll have to rip out the whole sink unit just to get the body. Pisses me off

Set up a tape trap. They seem to work better if a cat is darting out really quickly. The mats are more for animals who are walking or standing, since it's a low level pulse. A tape trap would work so much better for a running cat.
If you had to eat what your dog eats everyday, you’d probably do this too. I have a friend who feeds her dogs an assortments of raw meat, and they love veggies as well. Those dogs are so lucky. ❤️
I have 2 of these and yes without the batteries they learn quickly mat = no trespassing. If the mat is gone however they very much go past. Over time turned off or no batteries they inch ever so over while stating out, then eventually maybe need to turn on once every couple weeks as a little reminder.
