Riling up all the kaiju could be interpreted as inciting a riot. Since Godzilla and the other good hero kaiju cause incidental damage/deaths they should have some sort of qualified immunity similar to the military does for battling a dangerous attacking enemy as they are defending lives and property. And don't forget a coercion charge against Skar King against Shimu and indentured servitude/sweatshop crimes for enslaving the Kongs and perhaps some sort of labor law violations. Damn.
