I was thinking about this today, too. I agree that Jin Sakai is not necessarily finished as a stand alone character. It’s very possible that he will appear in not just one, but two mythic tales. One would certainly be from his Tsushima days, but the other might be a teaser for another stand alone game or another dlc for GoT. At the end, Jin and Shimura help push the cart out of the mud and the man mentions that the Ghost intends to go to the Mongol homeland. This could be the basis of a second mythic tale and another storyline for him. Perhaps, we will eventually pick up Jin and Yuna 20 years down the road accompanied by their son, heir to the Ghost legend.

Considering Ghost of Tsushima wasn't historically accurate in the first place, I'm not sure why anyone would lean into Ghost of Yotei to be historically based. Heck, Japanese historians noted that the katana itself doesn't belong in Ghost of Tsushima as it did not even exist during this invasion. The series was described from the start as "Cheeseburger Samurai." It's an homage to samurai cinema, not history, just as Fistful of Dollars was a Spaghetti Western. Expect the story to skew more towards Lady Snowblood, as the simple notion of Atsu having a "kill list" draws parallels to Snowblood.
