I think these special outbreaks have more chances of spawning a shiny. These "golden" outbreaks, these days shud be chansey and cetoddle.

Cetoddle is the hardest one for me, I can only find one

what's the best shiny between those 3?

I ended up using 2x Calm Mind to set up, 3x Earth Power (to charge up Tera) then spammed super effective stellar type Tera Starstorm attacks with my lvl 100 Terapagos until Rayquaza fainted. This is after failing two times with butcheeks NPC teammates that didn't help whatsoever. Yeah, I was getting impatient. :')

I used a very good cetitan strategy. To do it you had to have cetitan level 100 max attack and health, drum and icicle crash. Also because of the black shiny event I was able to get many of them in shiny.
