Why do bands use the "turned out" position now? It is not as clean as parallel and is hard on the hips. The step off is messy and mark time is sloppy. Perhaps precision isn't as important as it was 25 years ago, but I've seen more injuries using "ballet" type movements with heavy instruments. Is there a why behind stepping away from clean and precise military-like movements?
