[ENG SUB] How Earthquake Early Warning works : smartphone and radio broadcast
Osaka earthquake struck in northern Osaka area, Japan on 18 June 2018.
This dashcam video was recorded in Nishinomiya City, Hyogo Pref, 30 kilometers away from epicenter.
Smartphone beeped several times, and told "an earthquake has just occurred" in female voice. One second later than the first beep, Earthquake Early Warning was broadcasted on radio in male voice with chimes.

That's due to the LEDs in the display flickering. It's fast enough the human eye usually doesn't recognise (might still flicker in peripheral vision, as our monochrome receptors are faster). The display shows one row at a time, rotating through them quickly, this way the display controller needs one connection per row and column, not one per pixel. The sensor of a camera doesn't integrate the image over many milliseconds as our eye does, it takes a shorter snapshot (and has the same effect, working row by row!), so that in any frame of the video only a few rows are lit. If the frame rate and the refresh rate are close (or close to like twice or half of the other), the effects usually are more interesting, like a visible part slowly moving up or down.

If only we had the discipline, calmness and foresight of the Japanese. I am only 3 hours flight away from Tokyo in the Philippines, but here people scream and panic during earthquakes, they don't take national and local earthquake drills seriosuly. Also, our useless government has made no effort to install an Early Earthquake Warning system in place for all radio stations and TV channels, even though we get just as many earthquakes as Japan and even though it would be verh essy to implement here. We may be Asians neighbors and share some similarities; but I realise that local cultures play a BIG difference in how people and govts react to, and mitigate, natural events.
