Its a new let it optimise after update its performance may become much better same happened like this 8 gen 2 after it optimisation it would work really great
I don't know who told you this but its wrong you can always get performance of any level as the software developers wants so its not about optimisation software developers have locked the performance at some particular level so that phone heat can be maintained at certain level. You can make some tweaks to be able to get the peak performance but most of these tweaks badly affect your normal usage experience that's why I don't really show how to tweak your phone

S24 has Snapdragon 8 Gen 3 version as well and Snapdragon is better and stable as compared to Exynos
