I thought it's best practice to doa maximum of 9 courses of blockwork. When blockwork is too high, it leans.

Well not that long ago, 1980’s when I started as an electrician this is all the contractors used for installing T-bar, drop ceiling grids. I’m sure it’s been around for decades and centuries. Laser Levels have mostly replaced this method, but it is still popular in many area’s.

why not marking 1meter for all columns without using level machine or water level

Doing this make sure outside temperature is not too high. Water can be expanded or formed bubbles in the tube.

How did u check the bottom of the columns is having kickers

What is the wall where you hold the ruler against is not straight. Maybe has a uneven structure with bumps and dents
