If you think that trying to regulate artificial intelligence will have any positive effect or protect anyone from fraud, you must be more detached from reality than people who believe in the matrix.

It won't be "regulated" in any effective manor. AI is open source, and lots of people are devoted to doing whatever it takes, to develop it, in secret if they must.
