This is just a Fuse buddy with extra lights. Plug a fuse buddy in, if you have 9 A for a 5 A circuit, you've got a short to ground. Alternatively, if you have 0 A in a 5 A circuit, start chasing wires.
Parts of an atom: electron, neutron, proton and homotron. That's the one going around blowing fuses.

Replace the fuse with a thick wire
Just purchased this week, arrived yesterday in 2 days! Thanks! Other question though. If exact resistance doesn't matter as have been led, taught this way then with systems based off of resistance such as GM "VATS" keys resistance does matter. I'm not questioning the security technology but rather how do we account for circuits that have resistance built in when trying to make a correct diagnosis such as electrical on a GM Vats system albeit the only way we would run into something like that is if someone tried to bypass the system rather than using the standard factory key because the resistance value is in the key. Am I making a correct analysis of this type of situation ?

Never fix the symptoms fox the root of the problem
I don't have that tool, but I do systematically find out what caused the fuse to blow. Mechanics hated me because I would never "just replace the fuse" I always wanted to know WHY the fuse blew. We had a brand new ambulance that kept blowing Dome light fuses, They kept replacing fuses, I told the bosses I want to take that ambulance out of service and tack down the cause. before it burns the truck down. They said "No" they put in a self resetting fuse and put it back in service. Next day the ambulance was back, having caught on fire, and the whole harness under the dashboard was melted. They tried to blame me. They had my partner look at it for signs of sabotage. being satisfied that I did not burn it down, they told me I now had all the time in the world to find the problem. It took me 2 hours. The bodybuilders (the company who put the module on the truck chassis) used a screw that was 1/4 inch too long to put the dome light back up; when ever the truck drove around hitting bumps and waves in the road, the roof would flex and bend in just enough to barley touch the tip of the screw. The light circuit had unswitched HOT to that screw and the gound side of the light was switched by the door pin switches and the light switch. With regular fuses the fuse would blow and just no more dome light, but with self-resetting circuit breakers, every time they would pop, they would cool off and rest, until the next time, all night long until the wires were hot enough to melt through the harness and burn the truck down. How did I find it? I followed the melted wires all the way up to the dome light, when I took out the mouthing screws, one was longer than the other, and the tip was blue and smoothed off at a 45 Degree range from repeated contact with the roof. I used a correct screw to remount the light, repaired/replaced all the wires in the harness that had melted, took all day the next day and the truck was back in service. Bosses who should have already known better finally learned to trust and listen to me. If a fuse blows FIND OUT WHY.

What do you do when the new fuse blows??..... That's easy dude, stick a higher amperage fuse in! 💁🏼♂️. Easiest way to trace a short is to stick a nail across the fuse, turn the circuit on and wait for the smoke! No equipment needed. 😂
Oh my I hate working on wiring problems. I once had to find a broken wire on a B-52G. The wiring ran down the inside of the bomb bay and I had to take apart that wiring harness to find the chafed and broken wiring...on the alert pad right next to four huge nuclear bombs. I thankfully never have to work in the "No lone zone" ever again.

Where can I buy this tool
There are these digital car battery testers they can show car battery voltage, current, and resistance, no body said it cannot be used to test voltage current and resistance of wiring, or car modules, i use it to test everything, like alternator, starter glow plugs, window heaters, power wires and other high power stuff, and for low power stuff - cheap multimeter is good enough, tool is worth about 60$
"I'm gonna show you a better way" *uses a special tool most people don't have* Cool. I think the 15 cent fuses will do the job until I can get one of those.
You can do the same test with a 7 dollar multimeter from harbor freight.
