its first month after i have installed green meter, lekan issue yeh hai k is month ka bill 400rs aaya hai, lekan sirf 3-P ki aik hi reading hai, koi import, export ki reading nai. is it how green meter's first month bill works? i am really confused

Your calculations about PTV fees are incorrect. Not every person pay that fee individually. I don't know the exact figures. But, there would be hardly 10 millions electricity connections and for each connection Govt. charges PKR 35. Thus, charging 350 millions in total. However, in my opinion, this fee shouldn't be linked with electricity bill.
