Speed loss and defence loss is reasonable. Speed loss is because a bigger Pokémon usually are slower. For the case of Scizor, it is because it is steel and you are usually slower when wearing metal armor. For the case of Nincada, I think they do it cus its evolution has speed boost. Defence loss is mainly on Pokémon with a shell. Without a shell, obviously you will take more damage.
