Put a rubber mat over the lead.... That's what others say they do... or park your truck in yiur garage and charge it like a normal person. How hard is it to put the car parked in your garage out on the street while you put your truck in the garage to charge. Pissing off neighbours might not be the wisest thing.

Not wanting extension cords across a public walkway is very reasonable. A reasonable accommodation would be to get an ADA cable ramp. Also it’s your next door neighbors who have to deal with your petulance. They likely aren’t the one reporting you.

HOA's can be petty and ridiculous but for once I actually agree with them. Keep your cords off the sidewalk so someone doesn't trip. Sidewalks are public property, you don't own them.
