For anyone that this circuit didn't work, try the following: instead of doing 1:00 from pin 4 to rail, try placing 4 to 8 on the same timer. I did this and the circuit suddenly started working.

You have said to fix 10 nano farad in one of the connection, but i have kept 100 nano farad capacitor instead of it, and so i have a siren sound only once and the high sound is constant through out the connection What my question is if i change the value of farad from 100 nano to 10 nano will i get desired output????

It's called an Esaki oscillator. The reason it oscillates is because an Esaki transistor has a negative resistance region, in that there's a region in the operating range where decreasing collector-emitter voltage results in increased current. So the C-E voltage rises, and the transistor turns on and stays on as long as the current is above some low threshold. That lights the LED and discharges the cap, until the current falls below the low threshold. Then the transistor turns off and stays off until the voltage reaches some high threshold. The cap charges, the high voltage threshold is reached, the transistor turns on again, and the cycle repeats. Use a diode not a transistor.
