There’s a difference between moving in evasive maneuvers to not get hit by lasers and actively reacting to them, perfect example of Deku not being lightspeed even remotely (definitely not at 20%) is just barely managing to catch up to Lady Nagant’s bullet while at faux 100%, sure it’s no ordinary gun shot but it’s still very much a bullet, and there’s 0 shot Mineta or Sero’s attacks are lightspeed to be able to catch Deku with their quirks during Deku vs 1A.
