all the bullets are hitting him, you can see the bullet holes in his clothes. he's wolverine, he's a mutant with healing abilities.

Pretty much what I feel about every tough Joe Pesci act. The guy is five feet tall, max, and although a little chubby in his prime, still less than 140 pounds. Why would anyone fear that even if he started out holding a baseball bat in a fight? One swing, he loses that weapon and one punch connects with him and he's down permanently. At least Leo packed on a little muscle in some of his roles.

It's most likely his way of wearing "sacred vestments" to symbolize that he views himself as a holy man delivering the word of the almighty. He doesn't have holy clothing like a traditional priest so he is making his clothes holy by covering them with pieces of scripture.
