My best guess is the normal human males either leave ASAP or are inevitably killed because of the frequency of firefights and other violent events, or they are neets who fear the outside (for rather good reason). Then when they have a daughter with a Halo, they send em to Kivitos for a better schooling thing. As the only implied human males we meet are the Kaiser military in robot armor (I think?). Unless the students will grow up and get piped by the pug/cat/robot people. Then I gotta wonder about the logistics.
