So, if you must know. There are a lot of things at play here and in aviation services provision generally. There are airports - they can be privately owned or government/public owned or both. There there are airlines - they can also be private or government ownership or both. Then there are aviation services providers like ground handling companies, fueling companies, in-flight catering companies, CIP terminal services, Engineering services companies and cargo handling companies. And more, depending on the airport and airlines and what they wish to offer their customers. Having you're own airline is great and can obviously generate revenue for either companies or governments, if they are profitable + also give you bragging rights seeing your national colours flying high. Ghana has had airlines in the past, in fact it was one of the first african countries to have an airline - in the 60s after independence - and run a few more since then til the last 90s and early 2000s. But to cut to the chase, it run them aground in the end and wasn't able to successfully sustain its airlines due to several factors, in both the public and private partnerships. Successful airlines now a days are not some nationalist pride projects but more about business and investment and sustainability. Largely because the aviation world and market is highly competitive and hugely capital intensive. Aircrafts costs millions and hundreds of millions sometimes to purchase. Investing in an aircraft when the skies are more crowded now a days and more competitive does require a lot of business acumen and not just the know-how, after the finances needed. Just make sure you're prepared to help pay your huge increase in taxation to support a national airline when it does come. On the other hand, you could as a small country invest more of small financial resources in building more hospitals, The only african airline today that is profitable is Ethiopian, by the way. The rest are all running at a loss and will probably soon go under (reserach South African Airways & Kenya Airways - two biggest carriers after Ethiopian) You could instead build more secondary schools, universities and technical/vocational schools, helping young people with credit in starting more small business for themselves that create more jobs OR just building and investing in more of my initial listings of aviation services and companies and collect taxes and generate more sustainable revenue from helping other airlines.
