The VEBO of BC547 is just 6V. When the 220uF ecap is charged by the 1k resistor in the time less than 0.22s to reach the voltage more than 6V, the PN junction in BC547 EB may breakdown, the ecap will be discharged by the LED through the PN junction in BC547 BC.

Hello. This circuit will work without any changes at 12 volts. However, if you use a 24-volt voltage, the IC will burn because the working voltage of this IC is between 5 to 15 volts. I suggest using a voltage regulator for using this circuit with 24 volts. These voltage regulators are available in both IC form (LM7812) and module form.

Hello dear friend. I was very happy to see that you built this circuit, but I'm sorry to hear that it's not working. This circuit is very simple and you can easily troubleshoot it. Please follow the steps below for troubleshooting: Check the placement PC817 IC. Check the placement of the LED. Check the placement of the capacitor. Check the values of the resistors and capacitors. If you have connected the circuit incorrectly, there is a possibility of damaging the IC.
