in terms of in universe lore, legend was inspired by decade when his hometown/village was attacked by monsters. decade saved legend's kid self and legend decided to be a rider similar to decade, but not exactly ( note that this is my own take of the backstory of the character, and i probably have some things mixed up/wrong because i'm not able to watch gotchard anywhere atm)

I was very worried about the future of decade coming back again for future kamen rider shows when i saw legend appear. Despite that I hope to see him appear again someday as he is my favorite rider. Also as a decacde fan, i can't accept the way they killed him off in decade vs zi o. There was no way that was canon
