Exposure therapy is done in baby steps, not full immersion immediately. If the goal is to introduce Sonic to water, he needs a walk-in pool that he can choose his comfort level with, not getting pushed into a in-ground pool that comes to chest height. If the goal is getting Tails used to Thunderstorms, you DON'T tie him to the roof with an umbrella right next to the house's lightning rod. You start with just playing the sounds of a thunderstorm at low volume, like the storm is far away, and slowly increase the volume to bring the "storm" closer until it reaches a point of mild discomfort, and keeping it there for the remainder of the session so there can be a clear lack of harm and a long enough period to adjust. As he gets more comfortable with the sounds, you add in other elements, such as low light, vibrations from the thunder, or wind and rain. Regardless of who's getting treated for what fear, you never toss them in the deep end first, because that's only going to cause panic and create further trauma. And it will always take many long treatments to get that fear to something reasonable and manageable.
