Yes for freshers jobs are there, but i believe they are less cz mostly 2-3 years of experience is asked. But with more knowledge and handson projects in your resume you can deal with this issue. Try to apply on linkedin or ask for the referrals from devops domain related people.

DevOps engineers need at least a bachelor's degree. You can also prefer to do aws related certifications like aws cloud practitioner or aws solutions architect. And then you have to be aware about the handson knowledge and experience on the major tools and technologies that are used in devops practices.

Yes python is needed. Python's great syntax and vast libraries help make scripting, automation, and programming simple and accessible in the DevOps field. In short - Apart from bash scripting, sometimes python also is preferred for writing scripts and in doing automation.

You can mention whatever experience you have in you civil domain in short. And then add few of devops projects to get your resume selected. For the handson experience you can create an aws account and there you can create ec2 instances and make projects there. Step by step process will be tehre in the youtube video of the project hat you will follow. You can refer to the channels that i recommended.
