Urashiki will comeback in Boruto Two Blue Vortex, including Toneri. Because they are the major character that can justify the Jougan and can justify Jiraiya's comeback as Kashin Koji. The back story of Koji after defeated by Six Path of Pains. People say that it will never happen. Because Urashiki and Toneri are Anime Cannon only. Hahaha. But they never realize that Momoshiki, Kenshiki an Urashiki as ONCE an Anime Cannon in Naruto Shipuuden. They were shown in anime in Kaguya's story as Otsutsuki Silhouttes that will arrive on Earth. That anime chapter has no equivalent Manga chapter. That time, Momoshiki, Kenshiki and Urashiki are all Cannon characters. Even when Boruto: Naruto the movie, these characters are all cannon, including Boruto himself. Then when Boruto manga arrives, they also adopted the Boruto: Naruto the movie, adapting Momoshiki and Kenshiki as one of major villain. And it already shown in Manga. Except Urashiki. He didn't shown in Boruto manga. But in Anime, he appeared as Cannon character. Because if Kishimoto used the anime and movie platform to introduced characters. Definitely, both platform are CONNECTED TIMELINES in Manga. Because he introduced Momoshiki, Kenshiki and Urashiki in Naruto Shipuuden, then two otsutsuki character appeared on Boruto Naruto the movie. Definitely, Urashiki will be included too. If you pay attention and watch carefully. Urashiki have the all knowledge on Earth. He knows the Tailed beasts. He knew the Time Travel device. And even Sasuke and Boruto time travel episode which is considered as Cannon or Filler, because there's no equivalent manga. That exact episodes, has something to do with Jiraiya's comeback as Kashin Koji. In that episode. When Sasuke and Boruto arrived in Konoha. Sasuke told Boruto that, if someone knows about their identity. The FUTURE will be at its take or be corrupted. But the episode shows that Jiraiya found out Sasuke's identity. Still, Sasuke feeds Jiraiya such information about Otsutsuki and about the Future. I have this feeling that, when Jiraiya found out these whole thing about Otsutsuki and the Future. Instead of following the Child Prophecy. He changed his path or ways. He's been obsessed to the Otsutsuki whereabouts and Otsutsuki's goal. Sasuke technique on Jiraiya didn't workout. That's why Jiraiya change his plan in wider perspective. Before his goal was to find the child prophecy and protect the Konoha. But after hearing all Sasuke's stories about Otsutsuki. Jiraiya take this literally and been obsessed with Otsutsuki, seeing them as the main threat on Earth. Then about Urashiki. The reason why I predicted that his comeback in Manga will justify everything. Including the Jougan and Toneri himself. And even the Resurrection of Kurama in Himawari's body. It's all because, Naruto was the one who defeated Urashiki in time travel episode. In Boruto Naruto the Movie and in Boruto, when Boruto defeated Momoshiki. Momoshiki appeared on Boruto's dream saying... "Defeating Gods can't live an ordinary individuals." That was the time that Boruto got his Karma on his hand. Karma planted by Momoshiki. Identifying Boruto as Momoshiki's human vessel. But in time travel episode. Naruto didn't get any karma seal from defeating Otsutsuki, Urashiki. Because I do believe that. That's Otsutsuki's way to comeback to life after death. Urashiki chosen Naruto as his vessel, travel back to the past to plant his karma seal. So that no one knows his whereabouts and no one knows about him. Urashiki planted his seal, fake his death. In order to ressurect in one of Naruto's children. Urashiki chosen Himawari. Because he knew that Boruto was possessed by Momoshiki, or own by Momoshiki. His DNA travels inside Naruto and through his children, he will Manifest right away. But, Urashiki chosen first to ressurect the Kyubi, Kurama inside Himawari's body. Because Urashiki knew that Naruto lost Kurama in Jigen battles. So in order to ressurect the dead. He must plant first the TAILED BEAST CLOAK or parts of chakra cloak of Kurama. In Anime of Boruto, time travel. Momoshiki harvested such amount of chakra in Naruto's body. So Urashiki, knows what's his doing. Even the Manga of Boruto Two Blue Vortex, when Young Kurama appeared on Himawari's body. Kurama says that his resurrections is hard to explain. Instead, he says these words "YOU MAY HAVE BEEN BORN INHERITING SLIVER OF MY CHAKRA." Only Urashiki managed to HARVESTED such CHAKRA from young Naruto in the Past. That's why I believe that Urashiki's comeback will happen. Because if Kishimoto didn't bring back Urashiki. It will lost the credibility of the show. Why? Because the First Manga of Boruto, shows the JOUGAN. And that JOUGAN are shown in ANIME and BORUTO movie. Losing these characters can affect the entire show. Because Toneri was the one guide Boruto, telling Boruto about his Jougan as STAR OF HOPE. Then Urashiki sealed Toneri and sends to Palace of the Dragon. If Urashiki really died in Anime, or will never part of the Manga. What will happen to Toneri's character? Toneri wasn't shown in both Naruto and Boruto manga. Naruto the last movie shows Toneri. Still, he's not part of the Manga. Because majority of the people believes that Manga is the bible of the show. So whatever shown in Manga is legit and acceptable, except the Anime, Filler and Cannon. But downgrading the Anime and Movie platform can only destroy the entire Manga. Hahaha We must understand that Naruto and Boruto are both fictional characters and fictional stories. So anything is possible to happen. Even the worst and wildest thing that we're thinking in this show, might happen. If Kishimoto has the ability to introduced characters, FIRST in ANIME and MOVIE platform. He can also use the same concept here in Boruto universe. That's why I am very specific and very attached to this prediction and analysis. Because I know that Boruto, Sasuke through Jiraiya, corrupted the Future. At the same time, Urashiki use the time travel in order to make such plot twist in the show. If you're going to observes. Those characters greatly involved in Boruto Two Blue Vortex are all same characters involved in time travel. Boruto, Sasuke, Jiraiya (Koji) and Urashiki has deep connection to with Gaara and his tailed beast. And connected too with Mitsuki, when he was first appeared on anime, attacking and stopping Mitsuki and harvested his chakra.

I think you’ve read it wrong. Boruto asked him what’s the chance of failure, and Koji replied with not that high. Then Boruto asks for a number - it wasn’t Koji saying that it fail, or that there is only a low possibility of the plan working he said that the likelihood of failure is not that high. It’s after that that they both go back-and-forth for a little bit before Koji orders Boruto not to interfere under any circumstances as it will cause Jura to make a move.

The question boruto asked is what are the chances that they fail.. He said not that high.. Koji was addressing the chances they fail as not being high not the chances of the plan succeeding. I think you have them mixed up.. That's why boruto got angry cuz that is not reassuring
