Three-part series in which award-winning reporter Michael Cockerell uncovers the secret world of Whitehall, showing what the trio of great offices - Home, Foreign and Treasury - are really like.
The Treasury is the oldest and most secretive of the three. Cockerell's film recounts the many battles Chancellors have fought over the years with their top officials and it shows how often the Treasury has been locked in conflict with Number 10.
He blends fresh filming with rare and unseen archive, and features candid interviews with former Chancellor Alastair Darling, many of his predecessors and their normally camera-shy mandarins.
The programme shows how Treasury officials see themselves as the Whitehall elite, brighter and quicker than other civil servants, whereas critics claim they are congenitally cautious and nerdy. Successive prime ministers have sought to combat what they call 'the dead hand of the Treasury', but a senior mandarin claims that over the years the Treasury has discovered a hundred different ways of saying no.

    I have spoken socially to civil servants of no great status, but all were adiment they. run the country, not labour or tory, ministers who are really like a glossy front cover on a book. Equally we'dgewood Benn claimed the Treasury was the most despicable of all civil servants, they seemed To hate British industry and the workers that devised new products requiring government money.

    Whatever else, as an election is called the fundamental financial circumstances of the any nation should be made public within a day so that (a) the election is fought over true not politically made up values (b) a new government does no come in to find that the situation is far removed from what they had campaigned. Seems only sensible.

    I am now watching this video in October of 2021. In the past 18 month alone since the making of this, our longest reigning monarch the dear Queen Elizabeth II has lost her husband of 70+ years. Her grandson leave the establishment to live abroad with her great grandchildren. Her second son now has ongoing sex scandal allegations bringing disgrace and unrest to the monarchy. Living through one of the biggest 100yr pandemics, Still reigning through political turmoil of Brexit and world economic crises! This woman in my opinion has never failed the monarchy and all it stands for in her entire lifetime since being born into the world spotlight because of her having the title HRH Princess 👸 to Queen. 👑. 🥰🙏. The history of the British Monarchy is 100s and 100s of years legendary but I doubt the great British Monarchy will ever have another head of state remotely like her again!!

    It was a young Queen Mary, in Africa, when a young overly exuberant young man jumped on the running board of her car, getting himself few whacks from the Queens umbrella. Our Queen Elizabeth the 2nd of the Commonwealth. Long live the Queen👋🏻🇦🇺

    Thank you for sharing this wonderful series on our beautiful Queen and her beloved Family. At 27.40, this really moved me so much............. With the Country's unprecedented outpouring of grief after the death of Princess Diana - it also became one of the very few times when the Queen put her Family before her immediate duty, that says so much of her love for her Family and her Grandchildren. I find it very moving how the Country also wanted to have their Queen by their side, and to share in their grief........... God bless HMTQ, a truly, remarkable woman 💖

    I was born and raised in a British Commonwealth Country. The Queen, Prince Philip and Prince Andrew visited our City in 1979 on an official visit. I was in the front row of the crowd of people hoping to see her during their walk about. The Queen and Prince Philip stopped right in front of me and they each spoke to me. To this day, and I am now my 60s, it still remains one of the most special moments of my life. RIP Prince Philip, and love live our wonderful Queen 💗
