car parking is not what makes or breaks a commercial district since the utilization rate on cars is really poor (basically only 1 person per car). what would save mission district is actually more bike lanes all over the city so people can easily get around. the bike lane down valencia is a poor design and violates basic urban planning principles, but it's not responsible for the shops closing down. that's actually due to interest rates rising and rents going through the roof. this is a broader affordability crisis that is affecting major cities all across the US. SF needs to build more dense housing along the valencia corridor, more public transit options, and more bike lanes.
