This is not for the Philippine Air Force but to support the US forces stationed in the Philippines. I saw personally the US fighter in Lumbia Air Base in Cagayan de Oro City in Mindanao but they don't have ground attack aircraft like the A10 Thunderbolt. I saw a ground attack plane in the air base but owned by the Philippine air Force the A29 Super Tucano.

Cost of operating these A10s could be an issue for the PAF. Just the ammo of the rotary cannon alone, will be so expensive, because of the really high firing rate of the weapon. The airframes on these planes usually are looking pretty tired, just from their exterior appearance, and might not have many service hours left before they need to be overhauled/restored. Hopefully, that was done not too long ago, before the handover.
