In reality you are demanding too much from that third generation processor, the bottleneck is the CPU not the GPU, the 3050 works perfectly in a good version for i7 with a 1030 or 1050 2GB more than enough

either get a 5040 for DDR3 or 7040 for DDR4

I would personally check the condition, by simply running prime 95 for a minute while looking at temperature sensor, see if it shoots up immediately higher than it should. If it settles around to mid to high 70s Celsius that's just fine it's not degraded, generally.

I haven't watched the video yet but I'm too excited not to say that I have found the stock thermal compound On these business PCs have great longevity and decent performance. The CPU isn't high TDP enough to matter about super duper thermal conductivity. Neat thing about the Skylake chips you can undervolt them by 100 millivolts easily with throttle stop set TDP to 50 watts and your golden.

Forza only using 30+Watt it's a bottleneck in the system and the other games ass well! 3770 is to old my son is using a 9700 and performance was much better than yours... Please do all gpus a retest

My 2013 iMac died this year, it had an i7-4771, 780M and 32 gig of RAM. Running Linux it was entirely serviceable. The GPU died this year and of course being an all in one can’t fix it. Last week I rescued from e waste a 7050 SFF with 48 gb of RAM, and I’ve spent maybe 500 AUD all up and ended up with a machine that is just as capable as the dead iMac. That 500 went towards a GPU and a quad core i7-7700. Pretty happy. I probably over engineered it a little with upgrading the 180w PSU to a 360w. If I get 2-3 years out of it I’ll be happy as a clam. I don’t play any AAA games, but it plays my steam library perfectly.

Out of curiousity, have you tried a xeon e3 12XX V2 series CPU on one of these? Some have no IGPU and thus have a lower TDP. I just don't know if they are compatible.

Quick question: Did you need to change BIOS settings to legacy mode or turn secure boot off? Hearing about people installing this card into new optiplexes and having a blank screen before changing BIOS settings. Or did it just work out of the box?

Ok to be fair calling haswell to kaby or even coffee lake 3 generations isn't really true. Broadwell is just a die shrink of haswell and only got like two desktop cpus, and kaby lake isnt even different to skylake in any real way

Nice. Too bad a used 12GB RTX A2000 can cost as much as a new RTX 4070Ti. I bought a used half height RX 6500 for my 9010. Slightly better performance than a RX 6400 and only cost me US$68.

I have an Optiplex 9010 SFF that I've upgraded with the same CPU. I chose the slower "S" version of the 3770 because this computer is on 24/7 so I wanted lower power draw. I also added memory to 16Gb and two SSDs for 3Tb of storage. I may be adding a 6-10Tb HDD in the future for additional storage. Since RTX A2000's around here cost US$300 to $800, depending on the amount of video memory, I decided to go with an RX 6500. At the moment, I use mine as a Plex server, but will probably connect it to my TV and also use it as a light gaming computer as well.

My issue with the newer Optiplex machines is the placement of the PCI-E x16 slot being below to topmost PCI-E slot on the back of the case, this severely limits what GPUs you can throw into it basically meaning you'll be capped at that RX 6400 and cheaper alternatives like a used GTX 1650 straight up can't fit, does anyone actually know why Dell did this? Just seems really dumb and needless to me.
