This was 1976 and truly bizarre to very young me.

I assume there are (or were around this time) a number of Asians (Japanese?) who tour Portland for the coffee and act like this, there is a reason they chose to film this and not because of "racism". I think it's poking fun at a subset of "fish out of water" (maybe there's a better phrase) tourists to Portland, that could be any race visiting any country that is not their home country.
