In the Senate It takes 60 votes to invoke cloture and end debate on a bill, to bring it to the floor for a vote. So essentially, bills can't be passed if they don’t have the 60 cloture votes, the republican majority is only 3. The republicans would have to nuke or mini-nuke the filibuster, and Thune has stated that he intends to maintain the filibuster, if that stands, most of this is stuck or dies in the senate. There are 33 Senate seats up for election in 2026. Some of those republican seats that are up for reelection have to consider how some of these bills might play with their constituents, which might add an additional hurdle for some legislation.

Actually, DJT promised lower grocery prices AND a quick end to the war in Ukraine. I have a subscription to Time Magazine, who named Trump person of the year, with the caveat that person of the year "was the person, for better or worse" the one who had had most defined politics, etc. In their interview with Trump, he admitted lowering grocery prices and ending the war in Ukraine "wasn't as simple as he had made it seem".
