The budget is there, the Philippines budget for 2024 is $85 billion and $1.5 billion was allocated to the National's Defense budget even though the DND was asking $5 billion. the philippines does not have the military strength to outright stop a full invasion of a much stronger foreign power, its defense strategy would most likely focus on making the occupation of its lands as costly and painful as possible. Yes you can hold 80% of the islands but it wouldn't be worth the trouble if each year you're losing countless thousands of soldiers and equipment. Whereas back then when the region was conquered by spain, it was a patchwork of fragmented tribes and kingdoms which mainly waged war against each other, there was no real filipino identity.
