Hi there , AT 02:21 you checked any ceramic capasitor near startup chip for check 3.3V right ??? if yes, anytime you want to check voltage on startup chip we must to check ceramic capasitor next to startup chip ???? thnx

Yes most capacitors near power supply chips a connected to voltage rails
