You mean the bass part? It was synth bass sound with some noise generator both going through Sawtooth shape LFO that made it pulse like that. It could be done with simple arpeggiator but then you risk the chance of previous note playing if you hit the next key just a little late.
At that time I was using Cubase LE4 digital audio workstation. Now I'm on Cubase Elements 7. But there are dozens of other options - complete DAWs or simple VST hosts.

That is only MIDI keyboard and sound is coming for computer with using of "iloSynth 1" and "MinimogueLUXUS" for bass.
