Why women from your community have multiple relationships with outsiders, and give their sons and daughters names in their own name become ST is a matter of great concern for our tribal society.
Seems like some arunachal people are trying to make their own laws which are above the constitution. The st certificate was given by the constitution for backward communities and nowhere it is written that in such cases st cannot be given to intermixed offspring. A legal document which is not even conceptualized by any arunachali but by the constitution and so we do not have the right to force our own judgements on whom to issue this document since it is not our local law but national one. And there are lots of flaws in your statements..a child of non apst father and apst mother born and grown up in arunachal in local household is affected by the same environment a pure apst child is so can we say he is not backward just because his father is non apst. That is the main function of st certificate its not just for identity birth certificate is there for that.
Customs and traditions are basis of our customary law. Can and cannot be, should and shouldn't be ,I will not go into that. each house has its own environment but this certificate is for people who are part of a group of people who are considered schedule tribe and we inherit our surname from our father and become members of the tribe and clan that is our custom. I know you are trying to be inclusive but being poor,backward, staying in same environment that is stupid. Can you became parsi, or Kashi ?
@BarinTaki custom and tradition is respected and followed when it is in benefit of society but if someone is suffering because of it then it is deemed unconstitutional. Look at the caste system in India it's doing a lot of discrimination for backward classes and has done for ages, child marriage practice in India all these are so called "customs" by many. These are of course extreme cases but think about the child of such mixed parents how can we say he/she is not tribal enough just based on father does the mother not play a role in raising child. The main question is does the child deserve st certificate. If you are implying that the backwardness has been eradicated simply in one generation by a non apst father then that is pure stupidity. It only takes one parent who is from backward class doesn't matter how uplifted the other parent is. And what about child who is grown now and has lived the same way as a pure apst child and now suddenly they are being demanded to surrender st. Is it fair to them because their mindset is certainly like apst only which is of course considered as backward by law. What will society gain by doing this to people? I'm not sure but I'm certain they will lose a lot more.
