I'm not sure who would win between them. Maybe Sonic. If someone was there to defend Sonic and talk and beat some sense into Flash into respecting and making him stop calling him a Rat maybe it should be Sonic's Idol Link. Since Link can and has beaten Sonic before he can defeat Flash too.
