I can't say much about his builds but he's more xp dependent since that's where his damage comes from. He probably isn't very gold efficient either and makes up for it with support-like gimmick items that you'd see on engage supports. Come to think of it, why is new Skarner top when he's more suited for the engage support role? High base stats, weird gold efficiency, high utility, he's basically Blitzcrank with a scrambled spell rotation. If u zone him from xp he's more devastated than losing out on gold. Support / Engage Support top lane is a gimmick for pros
