It will never stop, take it from someone who was born addicted to heroin and saw all, but one of their uncles deal with addiction, it won't end. The truth is if we decriminalized or God forbid legalized all drugs the traffickers would begin to dwindle and it would become a thousand times easier to become a functioning addict with an at least somewhat normal life.
if you have drug users in your family then you probably should already know that addiction is a disease, and people don't just start shooting up because they feel like it. Most drug addiction starts by being self medication to deal with mental diseases (mostly depression)
