I'm pretty sure she have casted Thunderbolt Tempo before Enies Lobby. First time against Miss DoubleFinger and one time in that marine base right after the Skypea saga

That attack was Thunder Tempo. Thunderbolt Tempo is a stronger version of Thunder Tempo since Usopp upgraded Nami’s Clima-Tact to the Perfect Clima-Tact after the Skypiea. The first time she used Thunderbolt Tempo was in Enies Lobby.

​@@CosmicWishes No, Manuel is correct, I'm a Nami fan, if you don't believe me you may check my channel, I made a video comparison of Nami attack between video game and Anime.
Thunder Tempo and Thunderbolt Tempo is a different attack.
Thunder Tempo: Is the attack with the glove she used it in Alabasta against Ms Double Finger and in One Piece Movie 4 against Tama

Thunderbolt Tempo : Is her Lightning attack : Like Manuel said she used it against Miss Double Finger, and The Marines at G-8 Arc (which take place after Skypiea). when she used it against Ms Double Finger in the Movie 8 which the movie is retelling Alabasta Arc she said the attack name out loud but in the episode 118 she didn't say it :
