I've been along this road twice (most recently in 2017) - it goes between Tehran and the North reaching Amol and Mazandaran province (the Caspian sea) passing by mount Damarvand (Iran's highest mountain) on the way. It used to be dangerous in winter, but road widening measures etc have made it easier to travel along safely, although it still gets closed in heavy snow. The road surface is still not particularly smooth, probably reflecting the fact that it does not fully conform to international standards.
