I am having trouble getting DV lic plates in my County (San Diego Veterans Service Office). They say I have to have 100% in one isolated disability and inability to walk. I can't walk because of my cluster of musculoskeletal and neurological service connected disabilities. 100% P&T. I am mostly wheelchair dependent. Is the requirement becoming so strict that I don't qualify?

California parks and recreation dept denied me of state park pass. Your mandatory on call reserve status during war time doesn't count, they said.
