In my case granting role "Monitoring Reader" to Grafana app was required instead of "Log Analytics Reader". Otherwise Grafana could not connect to Azure.

Access management for Azure resources
can manage access to all Azure subscriptions and management groups in this tenant. When its check NO - Its not push data to grafana and have errors like i have.
