So many Yoko Kanno tracks work out perfectly while driving your car. I wonder why no one ever thought to create a show based around racing with her music in mind.
I remember the first time I heard this. It was attached to a Funimation trailer for the fifth Darker than Black DVD. Up until that point I knew literally nothing about the show, but this song alone gave me adequate reason to give it a try.
I know I'm a little late, but I bet you're thinking of the OST Tentai Kansoku. I'm not super familiar with them all, but that's the same track as the beginning of episode 1 in the sub.

Wolff was a 20th century experimentalist and Bruckner was a 19th century romanticist, so yes it is an apt comparison in that Yoko Kanno is from a different era than Ellington and Monk writing music of different styles with different intentions. ...but what does that have to do with quality?
