It's legit and the video is kinda grainy to see, but knowing Todd Howard is involved along with Jonathan Nolan (Westworld, Interstellar, The Dark Knight), I have no doubt it's going to be amazing!

I think it's more the video quality that needs "cleaned up" I'll reserve judgement when I see a crisp, clean, trailer. Not a very poor quality second hand cellphone video.
