The roads in Cleveland are not good. The highways are good, but the roads downtown are constantly under construction and the ones in the rest of the city are crumbling and full of potholes. If you only ever go to the Flats and Playhouse Square, I could see how you would get that impression, but if you go to the projects around E 35-55 or to East Cleveland or Cleveland Heights, you will get a very different one. That said, the TRAFFIC in Cleveland is very minor, and even rush hour is usually a piece of cake (with some notable exceptions), and parking is much easier than in most cities, so in those respects, Cleveland is a great city to drive in.
I mean to be clear, most of the streets are really bad, with a D or F grade. Saying that you should come to Cleveland because its roads are good really makes no sense at all.

I agree completely, but to add: Ever driven in Michigan? The roads are AWFUL compared to Ohio roads, so it makes sense they're saying what they said
