Forgiveness randomly working in HD moment. I am guessing that on the level where he got to the worm, a snail spawned near the exit and the shopkeeper. It hit the shopkeeper with its bubble and he became passive, whilst also remaining that passiveness after the runner left the level by using the worm.
Shoppie deaggro in HD is not random. To get deaggro you need to not kill a shoppie with a shotgun pellet from a players gun or a player caused explosion. You can only get deaggro after that if you have not angered a shopkeeper on an even parity level (2,4,6, etc levels after angering) from the level you first angered the shoppies. So in this case I stole on 1-3, and entered the worm in 2-1 without angering the shoppies on 2-1, 2 levels after stealing, so I got deaggro.
