Yes it is Jumbo Mills. This was infact Nick Stringer's second and final appearance in the Open All Hours as he appeared in the first episode of series 2 as Neville who Arkwright goes to see about getting a new washing machine.
Correct me if I'm wrong here but, As Ronnie Barker (Albert Arkwright) is conning the guy into the shop it looks like one of the papers behind David Jason (Granville Arkwright) has a heading reading "CON MAN".. . 9:09
