Use DAP Alex Plus it's an acrylic caulk plus silicon. I use it for mosaics that I want to display outside. It takes 24 hours to dry but, I like being adjust tiles & glass pieces a little to fit the design. You can't do that with glue.

Ladies there is a glue specific for concrete or you can use Liquid Nails.

They sell smaller ones like those at most hardware stores.
