I think it was fucked up that Raymond was denied his promotion so soon after his wife died. If he had gotten that promotion TK and Carlos would still have their house. I would have given Raymond that promotion. You know why? Because you should never be mean to the grieving. As a general courtesy you should always give a job promotion to someone who just lost a love one.
Even if they don’t deserve it? Or haven’t earned it? Just because they lost someone doesn’t mean they suddenly get handed whatever they want. Out of consideration for his pain they should have put off telling him maybe.

While you shouldn't reward someone simply for losing a loved one, deferring a reward until that person has had time to grieve as best they can is both appropriate and respectful. Give him some bereavement and talk about the promotion when he's ready. As for OP, while you shouldn't be mean to the grieving, you shouldn't kiss their butt to make them feel better either, it's unfair to every other employee.
