I don't think that is the accurate interpretation. Even JK said about the song, that her hoped ARMY would take this as lighthearted. If the stalker interp was true, he would have never said that.
Yesterday, I read an interesting opinion about the meaning of the video. To the author of the piece I read, the lady, Han So Hee, appeared to be annoyed at Jungkook's persistence not because she did not like him but it was probably because she did not want to let anyone into her chaotic life. All the seemingly catastrophic events (the destruction of the building, the flooding of the laundromat, the typhoon) were representations of the turmoil happening in the lady's life. But Jungkook's love for her was unconditional and he just wanted to be in her life no matter what, even if he had to take risks or even die for her,. In the end, So Hee saw and felt Jungkook's sincerity and devotion and finally offered her hand. I thought that was romantic.
This is my interpretation too. Notice how he sings the very first verse of “the weight of the world on your shoulders” directly to her face. The chaos all around them represents the inner turmoil Han So Hee’s character is feeling. Jungkook’s character is saying that he will stand by his love and weather any storm, even if that storm is internal. The final scene with the rainstorm subsiding into a light trickle symbolizes how she’s now calmed down enough to accept him back. 💜
