The hi-res terrain data associated with the RTC product are only a resampling of the original SRTM/NED data that were used to correct the ASF RTC products, and not the ALOS low res DTM (30m) which produced using PRISM not PALSAR.

No need, data is already processed as elevation data
Anyway, the result is much better than SRTM 30m, so it is a good product. But I keep going with FABDEM.

When I download the data I have values between -32 and -96. Relative variation is correct but the actual values are different. How to correct this.

I have downloaded and extracted the zipped file but when I was add the DEM data on GIS no data was displayed what is the problem behind?
Could be many things; check the download size, or the coordinate system of the project
