Yea... technically, but they would either need a motor to even move the water or it'd be a really really slow computer. But low chance it'd work cuz you need something that can do clock, a heartbeat. Maybe a pump? -- also, water, or really material, unlike electricity, can't really have a off on state. You can't just turn off water. Also plumbing tends to have different assets of pipes compared to wires. Like a piping system that would look like it would short circuit if it were wires could actually be real in the real world. It's hard to say, but its not, impossible.

So theoretically, you can make a computer out of millions of water pipes and valves packed together.
